Under the terms of article 5 of Regional Legislative Decree no. 21/2003/M, ‘''it is intended to recognise acts or conduct of exceptional importance by Portuguese or foreign citizens who:''

''a) Enhance the value, prestige and dignity of the region at home or abroad, or contribute to it;''

''b) Contribute to the expansion of Madeiran culture or to the knowledge of Madeira and its history and values;''
