Harvey Bartle III (born June 6, 1941) is a senior judge of the United States District Court for the Eastern District of Pennsylvania. Born in 1941 in Bryn Mawr, Pennsylvania, Chief Judge Bartle graduated from the Princeton University in 1962 and received his LL.B. from the University of Pennsylvania Law School in 1965. Judge Bartle served in the United States Army Reserve from 1966 to 1972, rising to the rank of Captain. He was a Law Clerk in the Eastern District from 1965 to 1967. He was in private practice in Philadelphia from 1967 to 1979, when he became Pennsylvania's Insurance Commissioner. In 1980 Judge Bartle became Attorney General of Pennsylvania, a position he held until 1981, when he returned to private practice. In 1991 President George H.W. Bush appointed Judge Bartle to the Eastern District. He became Chief Judge in 2006 when former Chief Judge Giles' term expired. He assumed senior status on October 1, 2011.

The case is titled Zubik v. Burwell and the 6 other challenges include Priests for Life v. Burwell, Southern Nazarene University v. Burwell, Geneva College v. Burwell, Roman Catholic Archbishop of Washington v. Burwell, East Texas Baptist University v. Burwell and Little Sisters of the Poor Home for the Aged v. Burwell. Oral arguments in Zubik v Burwell was heard on March 23, 2016 by the Supreme Court. The Supreme Court has ordered all parties to provide supplemental briefs in the case. The case ended with all appeals court decisions vacated and all 7 cases being sent back to district court by an 8 to 0 decision in the Supreme Court.
