If you want to nail it down, I'd say it could go under section 1.2.4, attempts to contact the entity named in the title. It's an attempt to contact all the members of the association. That's the whole point; if you start putting terrorist acts into hate crimes, then you're going to have thousands of items to chose from - Palestinian bus bombings, IRA pub bombings, Tamil bombs, Chechen school massacres, whatever. Hate crimes are typically confined to acts which don't reach the level of terrorism; beating someone up because of their ethnicity, spray-paining offensive slogans, destroying tombstones, etc. Including only Kahane's act is, of course, just another example of this editor's obssession with Jews and POV pushing.
