FYI: I blocked this IP based on your very appropriate report at WP:AIV but I then un-blocked it when I saw it belonged to Emirates Telecommunications Corporation. Like some other Middle Eastern countries, the UAE has a national firewall. Some of these countries as a result funnel thousands of users through just a few IPs. I don't know if ETC does this but I didn't want to take any chances; overzealous admins have sometimes caused extensive collateral damage blocking these sorts of IP addresses from some Persian Gulf countries. --A.
