It comprises a total of 13 local communities with a population of 27,510, of whom Hungarians make up the absolute majority: 23,802 (86.5%) (2002 census). All communities have Hungarian majorities except for Velebit, which is predominantly Serb.
The 13 communities are (Hungarian names in italics):

- Horgoš (Horgos)
- Male Pijace (Kispiac)
- Mali Pesak (Koshomok)
- Martonoš (Martonos)
- Novo Selo (Újfalu)
- Orom
- Totovo Selo (Tóthfalu)
- Trešnjevac (Oromhegyes)
- Velebit
- Zimonić (Zimonity)
