A special election will be held in the U.S. state of Minnesota on January 28, 2024, concurrent with a special election for Senate District 60, to elect a new member for District 40B in the Minnesota House of Representatives, representing parts of Ramsey County. The election will fill the vacancy made after the initial election of Democratic–Farmer–Labor (DFL) candidate Curtis Johnson was overturned for his failure to meet residency requirements.

Background

On November 5, 2024, there was a general election for the Minnesota House of Representatives. Democratic-Farmer-Labor candidate Curtis Johnson received 65.19% of votes and was initially elected to represent District 40B, succeeding retiring member Jamie Becker-Finn. After the election, Republican candidate Paul Wikstrom challenged Johnson's eligibility in court, claiming that Johnson did not live in the district. The judge ruled in favor of Wikstrom's claim and Johnson did not contest the ruling.

District 40B is located in the cities of Roseville and Shoreview in Ramsey County, in the northeast portion of the Twin Cities. In the previous election in 2022, Democratic-Farmer-Labor candidate Jamie Becker-Finn won re-election with 67.72 percent of the vote.

Candidates

The special candidate filing period was on December 31, 2024, with a withdrawal period on January 2, 2025. In addition to Wikstrom, five Democratic-Farmer-Labor candidates filed for candidacy:

  • John Doan, Shoreview city council member and transportation consultant
  • David Gottfried, laywer and candidate for this seat in the 2024 Primary Election.
  • Mark Pitman, production supervisor for a semiconductor
  • Kaying Thao, former Roseville School Board member and administrator for Saint Paul Public Schools

Republican

  • Paul Wikstrom, engineer

Primary election

The primary election will be held on January 14, 2025, given that at least two candidates remain in one major party after the January 2 withdrawal period.
