- Slovenia, the current holder of the rotating Presidency of the European Union, urged other nations to act diplomatically and without violence.
- Malta and Portugal are waiting until after the United Nations Security Council's decision.
International Organizations
- UN: It is expected that Russia's refusal to recognize Kosovo will prevent Kosovo from attaining a seat at the UN due to the fact Kosovo must get approval from all five permanent members of the Security Council, Russia being one of the permanent members.
