The 2024 Bali gubernatorial election was held on 27 November 2024, as part of 2024 Indonesian local elections across Indonesia, to elect the governor and deputy governor of Bali for a five-year term (2025-2030).

The 2024 Bali gubernatorial election competition is enlivened by 2 gubernatorial candidates, one of whom has a boxing background and a Chairman of the Gerindra Party of Bali, namely Made Muliawan Arya known as De Gadjah, supported by several different parties that are members of Advanced Indonesia Coalition including Gerindra Party, Golkar Party, Democratic Party, PSI. Meanwhile, the other candidate is the former governor of Bali, namely I Wayan Koster who was controversial because of his rejection of the Israeli national team at the U20 World Cup in Bali in 2023, Koster was again supported by the Indonesian Democratic Party of Struggle (PDI-P). For the result I Wayan Koster defeated Made Muliawan Arya or De Gadjah, in the election, winning more than 61% of the vote.

Electoral system

The election, like other local elections in 2024, follow the first-past-the-post system where the candidate with the most votes wins the election, even if they do not win a majority. It is possible for a candidate to run uncontested, in which case the candidate is still required to win a majority of votes "against" an "empty box" option. Should the candidate fail to do so, the election will be repeated on a later date.

Previously, Made Muliawan Arya was often compared to various other political figures in Bali. Since last July, there has been a lot of support for the Mulia-PAS pair, starting with support from several prominent figures including famous artists. Previously, Gerindra Party had confirmed that Made Muliawan Arya or De Gadjah would advance as a gubernatorial candidate in the Bali Pilbup, De Gadjah ultimately accompanied by Putu Agus Suradnyana who is the former Regent of Buleleng for two terms. with that the pair officially became competitors of the pair supported by PDI-P. The pair were inaugurated on August 25, 2024, and continued with official registration at the KPU Bali Province. The pair was supported by a coalition of member parties of KIM Plus such as Gerindra Party, NasDem Party, PKS, National Mandate Party, Golkar Party, Democratic Party, PKN, and PSI.

This couple previously received many rumors from the public. The recommendation from the PDI-P Center was only issued on August 23, 2024, and was officially registered with the NEC on August 29. Koster-Giri was supported by a coalition of political parties such as PDI-P, PKB, Gelora Party, Hanura Party, Perindo Party, Crescent and Star Party, Ummah Party, and Labor Party, the Koster-Giri pair also received support from the local Bali alliance, namely Bali Angunggah Shanti.

Debate

The General Elections Commission planned three debates to be attended by the 2024 Bali gubernatorial election participants. The first debate was held on October 30, the second debate on November 9, and the third debate on November 20. The KPU then announced a change in schedule, the second debate was postponed four days from the previous schedule, the second debate was postponed to November 9 because on the 13th all stations were required to follow the North Sumatra debate. The Bali gubernatorial election debate will be broadcast live on the Bali KPU YouTube channel. The exchange of ideas between the two candidate pairs will last for 120 minutes, consisting of 100 minutes of debate and 20 minutes of advertising. 19.00 to 21.00. In its inaugural discussion, the Bali KPU has set the theme of the tourism sector discussion with the theme "Formatting Bali Towards Sustainable Tourism" In addition, sub-themes in the inaugural debate include security, law and public order (kamtibmas), environmental issues and spatial planning, cultural resilience, infrastructure and transportation facilities, and tourism economy. Then, the second discussion will focus on regional autonomy with the theme "Responding to the Dynamics of Regional Autonomy in Bali". This theme will discuss the relationship between the central and regional governments, regional taxes and levies, collaborative or pentahelix governance, innovation in developing local revenue sources, and human resource development (Human Resources). Finally, in the third debate, the Bali KPU has set the theme "Ngardi Bali sané Shanti lan Jagadhita" ("Realizing a Peaceful and Prosperous Bali") which will discuss the issues of workers, women, children and marginalized groups. The third debate is also related to smart agriculture. digitalization of public services and education, as well as physical and mental health.

Fraud Reports from the each candidate

The Candidate Made Muliawan Arya-Putu Agus Suradnyana (Mulia-PAS) reported the Candidate Koster-Giri to General Election Supervisory Agency. Mulia-PAS through their legal team reported three alleged election violations to General Election Supervisory Agency. This legal team calls itself Legal Advocates Gadjah Agus Suradnyana (LAGAS).

"We from the LAGAS legal team, representing the Mulia-PAS pair, submitted a report regarding alleged election violations. We said there were three acts," said the Head of the LAGAS Team, Fahmi Yanwar Siregar, in Denpasar, Monday (11/25/2024) evening.

Deputy Head of the LAGAS Team I Ketut Reksa Wijaya explained that special financial assistance (BKK) should be stopped during the 2024 Pilkada stages. According to him, the disbursement of BKK funds during the Pilkada stages has the potential to be misused for political interests.

"According to the circular of the Minister of Home Affairs, during the regional election, (BKK) was stopped. So that the BKK funds are clear. Is this indeed for regional development or political purposes?" said Reksa.

The Mulia-PAS legal team also reported Koster-Giri's meeting with a number of community organizations. Fahmi accused Mulia-PAS' political rivals in the 2024 Bali Gubernatorial Election of being held on Sunday (11/24/2024) or when entering the quiet period.

Finally, regarding the alleged deployment of ASN. Based on the data obtained by Fahmi, there was a deployment of ASN to monitor and report the situation at the polling stations (TPS). Fahmi hopes that the Bali General Election Supervisory Agency will follow up on the three alleged violations reported by the Mulia-PAS legal team.

He claims to have obtained evidence of alleged violations to submit to the Bali General Election Supervisory Agency. "Among them, there are screenshots of conversations to conduct meetings. Then there is evidence of a letter of disbursement of funds, SP2D. Finally, there is a letter of assignment from one of the regional secretaries," concluded Fahmi.

Meanwhile, the Koster-Giri legal team has filed a report with the Bali Police. They reported alleged violations in the 2024 Bali Gubernatorial Election.

The Koster-Giri legal team, I Gusti Agung Dian Hendrawan, revealed that they have obtained a number of pieces of evidence related to the alleged violations. He questioned the alleged distribution of rice and cheap coupons by Koster-Giri's rivals in the 2024 Bali Gubernatorial Election.

"Responding to the situation two days ago, we received information from the public, social media, that there was an incident of rice circulating and coupon distribution. The distribution of cheap coupons can get rice," said Hendrawan when contacted by detikBali, Monday (11/25/2024).

The Koster-Giri Legal Team Reports Rice Distribution Event to the Bali Police The report of the alleged election violations was submitted to the Bali Police on Sunday (11/25/2024).

Hendrawan revealed that the alleged rice distribution occurred in a number of regencies/cities in Bali. He assessed that the activity has the potential to disrupt public security and order in the midst of the regional election stages which are entering a quiet period.

The Koster-Giri Team, Hendrawan said, has attached evidence related to the alleged violation. Starting from video clips, photos, and other information that has been collected by the public and the Koster-Giri winning team.

Hendrawan hopes that the Bali Police can supervise and follow up if there are election violations. "We hope that the Bali Police will also be involved in prevention and supervision. If elements are found, they will also be processed," he added.

According to Hendrawan, the Koster-Giri team has also reported the case to the Bali Bawaslu. He asked the Bali Bawaslu to tighten supervision of the distribution of cheap rice and coupons.

Fraudulent voting video

In Karangasem Regency of Bali right on the voting day, it was shocked by the circulation of a viral video on social media, where in the video someone voted for five ballots for the Bali Gubernatorial Election alone and was videotaped before the video was uploaded on social media so that it went viral and invited questions from the netizens.

It is suspected that the video took place at one of the polling stations in Karangasem Regency.

From the results of the temporary investigation, it is suspected that the action of residents voting for five ballots took place at one of the polling stations in Sangkan Gunung Village, Sidemen District, Karangasem. The Bali Provincial Election Commission investigating and gathering information to ensure the truth of the viral video that occurred at TPS 005 Sangkan Gunung Village.
